Thank you for your question! Moving from the United States to Germany with pets means you need to get acquainted with the EU pet import requirements and be sure your dogs have everything that's required. Here's an overview of the Germany pet import requirements.
 
If your dogs aren't microchipped you'll need to do that, and they also need to be up to date with standard vaccinations. As far as paperwork, an EU vet health certificate is necessary (and it needs to be endorsed by the USDA), and an international health certificate is required, as well.
