Please advise: How do we fulfill the quarantine formalities required for Australia for our dog, as India is not an AQIS approved country. Our pet has been given all the timely vaccinations required and is in good health.

Since India is not an AQIS (Australian Quarantine and Inspection Service) approved country, you will not be able to move your pet directly to Australia. That doesn't mean you'll never be able to relocate your Lab, but you will have to take several steps to do so, including moving her to an AQIS approved country for a period of at least six months before entering Australia.
Many people choose to send their pets to the United States first, and then go onward to Australia after fulfilling the necessary requirements. Here is more information about traveling to Australia from a non-approved country.
