This will be quite a task! The first thing you will need to find out is if your turtle is a CITES-protected species. You’d need to find out the scientific name of the turtle, and then look it up on the CITES species database online to see if he is protected. You can go to the CITES website here.
If he is protected, this process can take quite a bit of time to get the required CITES Export permit from India and then a CITES import permit from the US.
