Moving Back to China with Your Pet: Re-Entry Rules
TLDR: If you're returning to China with a pet that previously lived there, you cannot reuse the Animal Quarantine Certificate Chinese Customs issued when your pet last left. A brand new US veterinary health certificate is required for every re-entry, no matter how recently your pet was in China or how routine the trip seems.
Clients returning to China with a pet they've moved before often assume the process will be faster the second time. It isn't. China treats every re-entry as a fresh import, with no shortcut for pets that have already been through the system.
Why Your Old Documents Don't Carry Over
When a pet previously left China, Chinese Customs issued an Animal Quarantine Certificate at that time. It's tempting to assume that certificate, or any of the supporting paperwork from that departure, can smooth the way back in. It can't. Chinese Customs will not accept the old export certificate for a new entry, regardless of how recently the pet left or how uneventful that prior departure was.
This applies even if your pet is returning to the exact same city, the exact same household, and well within the one-year window that would otherwise apply to a fresh rabies titer test.
What Re-Entry Actually Requires
A pet returning to China needs a complete, newly issued US veterinary health certificate, just like a pet entering China for the first time. That means working through the same core requirements again from the current departure point:
- Two lifetime rabies vaccinations, current at time of arrival
- ISO-compliant microchip, scanned and verified
- A passing rabies titer test from one of the five USDA-approved labs, drawn on or after the second rabies vaccination
- A new US health certificate, issued by a USDA-accredited veterinarian within 14 days of arrival and digitally endorsed through VEHCS
- Compliance with the one-pet-per-traveler rule, with the traveler's name matching their passport
None of these steps can be skipped or shortened based on the pet's prior time in China.
A Previous Titer Test Doesn't Automatically Apply
A passing titer test is valid for up to one year from the sampling date, and that validity period must cover the pet's arrival date in China. If your pet's existing titer was drawn within the last year and that window still covers your planned re-entry date, it may still be usable. But the moment that window has passed, a new titer test, including a new blood draw sequenced correctly after the second rabies vaccination, is required regardless of the pet's history in China.
Plan the Same Timeline as a First-Time Move
Because re-entry doesn't shortcut any of the standard requirements, the planning timeline should be treated the same way as a first-time China move. That means accounting for vaccination timing, titer lab turnaround, and the 14-day health certificate window from the start, rather than assuming a faster process because your pet has done this before.
How PetRelocation Can Help
Returning clients are often the most surprised by this requirement, since the assumption that "we've already done this" is a reasonable one to make and a costly one to act on. PetRelocation has coordinated returning pet moves to China for over 20 years, including re-entry cases where clients arrived expecting a shortcut that didn't exist.
Complete Support covers full coordination of your pet's vaccination schedule, titer testing, lab selection, and new health certificate from start to finish. Vet Paperwork Support focuses on reviewing your pet's existing records and coordinating the new health certificate while you handle vet visits yourself. Consultation gives you direct access to a coordinator to map out exactly what's reusable from your pet's prior move and what needs to be redone.

Frequently Asked Questions
Can I use my pet's old GACC export certificate to re-enter China?
No. Chinese Customs will not accept the old Animal Quarantine Certificate from a prior departure. A new US health certificate is required for every re-entry.
Does it matter how recently my pet left China?
No. A brand new health certificate is required regardless of how recently the pet was in China.
Can I reuse my pet's existing rabies titer test?
Possibly, if it's still within its one-year validity window and that window covers your planned arrival date. Once it expires, a new titer test is required.
Do returning pets still need to follow the one-pet-per-traveler rule?
Yes. The one-pet-per-traveler rule and all other standard China entry requirements apply equally to returning pets.
Is the re-entry process faster than a first-time move?
No. Re-entry requires the same documentation, vaccination, titer testing, and health certificate timeline as a first-time entry.
