Thanks for the question! To start, you'll want to take a look at the pet import requirements for the Philippines. Your dog does not need a passport per se, but there is some health paperwork required that needs to be endorsed by the USDA. The process will take several days to complete, so we always advise starting early.
Small pets can sometimes travel in the cabin, but you'll need to contact the airline you're considering to find out more (it sounds like your dog may be a little too large to travel this way). Most of our clients' pets travel via cargo, and with a pet-friendly airline this is a safe option. We often use United, Lufthansa and KLM because they have established pet safe policies.
