Pet Travel: From Costa Rica to Mexico (with a Miami layover)

I am flying with American Airlines from Costa Rica to Mexico, with a 3 hour stop in Miami. In addition to the Mexican paperwork required, are there any additional certificates required to bring my dog in transit to the US? Is it safe for my dog to be in transit? Is there any inspection process in the US my dog will have to go through? My biggest concern is that something might happen to him while in transit or him losing the flight.
