Pet Travel Question: Exporting Cats from the US

I am in the process of shipping my daughter's two cats to her in Germany. I plan to ship them out of Charlotte and she will pick them up in Frankfurt, Germany. She is working for the DOD in Bamberg. They have already received the ISO microchip and the rabies vaccine. They go back to the vet on October 13th to get their certificates. My concern is for the USDA endorsement. How should that be handled? I would like to ship them on October the 14th but I don't know if that is possible. Any information you can give me on this matter would be appreciated.

It's hard to say exactly how long it will take the USDA to return your paperwork to you, but it's best to have at least a couple of days to spare. Your proposed deadline is cutting it pretty close, as we usually provide a pre-paid FedEx envelope and allow at least a few days to receive the USDA documents back. You may need to try to reschedule either your vet appointment or departure date, or plan to board the cats for a night or two until the paperwork comes back.
