Pet Travel Question: Hiring a shipping company vs. managing on your own

I see on the Department of Fisheries and Food website that I need to use an approved carrier, of which the only one listed from North America to Dublin is Aer Lingus. On the Aer Lingus website they indicate that you must go through the animal transport company Pet Express. Is this the only courier available to me? Can I do this process by myself without a courier or middle man? Thank you, -L.
