Pet Travel Question: Importing Dogs to Italy

We are moving to Italy in June and I am trying to get the paperwork completed for my pets because they will be flying with us. I am wanting to know how to find out if the requirements have changed for taking a pet to Italy and how to send all the paperwork to the USDA for approval.

I am planning to move my four German Shephards from Sri Lanka to Montenegro.
Due to the flights, the best route is direct flight to Rome, clear the dogs then drive/ferry to Montenegro. I have conflicting information about the blood titer test. Can you please clarify. Many thanks
