This can be done (assuming none of your dogs' breeds are banned in Portugal), but the process and its complexity will depend on whether or not any of your birds or your tortoise are CITES protected. This would require more paperwork and expense to export and import them and extend your preparation timeline. Many things determine what is needed to move your bird. For example, is your bird a CITES-listed species? If so, you may need to meet some additional requirements to move your bird internationally. Also, you will need to follow the import requirements for birds to enter whatever country you are looking to take your bird to.
