Hello,

I am having extreme difficulty locating any information (on the internet, with my vet, Azerbaijan Embassy, Ministry of Agriculture of Azerbaijan, etc.) that would tell me what is required for us to import our cat, Spot, into Azerbaijan. Would you be able to help?

You'll see there that your cat will need several vaccinations, a microchip, and an international health certificate which has been endorsed by a local branch of the national veterinary authority (DEFRA in England). You should still try to be in contact with the Azerbaijan Embassy to ensure that these requirements are up-to-date and to make sure that Spot's move goes as smoothly as possible.
