Pet Travel Question: Moving a Chihuahua to France

Dear Sir/Madam,
I need to get back to my own country (France) ASAP. But, I have a small Chihuahua (three and a half months) who needs to travel with us. Unfortunately, we need a successful blood test (verifying that the vaccine has given sufficient protection against rabies) to import our dog in France. This blood test must be done four months after the anti-rabies vaccine.
We cannot wait four months to go back to France and we don't want to leave our dog in China. Would you please let us know if you could help us with this very difficult and sensitive situation?
