According to the pet import rules for Germany, you do not need a rabies titer test. You do need to meet a few other requirements, including a microchip and rabies certificate.

Hi Edna! Yes, when a pet moves from one country to another, it is considered a full export from one country and import into another. If your pet leaves Germany, he will lose his residency status so you would need to meet import requirements for Germany again. Since the Philippines is considered an "unlisted" country - a titer test would be required for entry. Check out import requirements here. Hope this helps!
