Pet Travel to the UK from Canada (via Amsterdam)

My mother is bringing our dogs from the US to the UK, where we have moved. She is flying out of Calgary, Canada, to London Heathrow with a layover in Amsterdam. The agency we used misbooked the dogs as luggage instead of cargo and now they are going to be stuck in Amsterdam. What should I do to get them to the UK? Is driving them going to be faster than trying to fly them? Thanks! -Lawni
