“Can I Bring my Cocker Spaniel from India to the United States?”

I have a 2-year-old Cocker Spaniel. He is plumpy (he weighs about 27 kg) and he has a leg problem but can run and walk. I am shifting from Mumbai to the USA (California) and there is no one to take care of my dog here, so I was wanting to take him with me. I just want to know: what are the necessary documents, and do we need a letter from the mayor in that location? Please let me know as soon a possible.
